Photoshop is the best program for that. Basically what you do is turn the whole picture black and white and then erase the black and white where you want color and it brings the original color back out. It is however a really expensive program but you can get a 30 day trial from adobe.com References :
I take it that your pictures are digital. What program are you using to edit them?
Normally you would use some kind of selection tool that will select just the color of your shirt or something and use it to make a mask of just that item.
You can so a color saturation to change the picture to B/W the maybe place the masked item over it to add the color. References :

I noticed everyone said photoshop…but if you are cheap like me and dont want to pay for photoshop use gimp….
basically the same thing but free!
you can retouch photos
digitally enhance photos
you name it and you can pretty much do it
and if you ever need help with it just email me and i will tell you how to do something or even do it for you.
