How Do You Turn Pictures Into Cartoon Format?

Hey I have Been Trying To Make this Picture I Have To Look, Well You Know, Cartoonish. Please Post Sites Where They Turn The Pictures Into A Cartoon Format.

There are several filters in Adobe (which I don’t use), but in Corel Draw there is a painting Rendering tool that will make a photo look slightly more cartoonish. Still, these filters don’t work as well as I want, so I end up tracing in vector.

Corel Trace has done some descent work tracing photo to vector, leaving flat colours, but they need serious editing, and the file size is very big.

You’d be in luck of RotoShop was available commercially.

    try something as simple as reducing to 16 colors or even 8 colors.
